Building Plans Approvals MBPJ Home Renovation Petaling Jaya

If you are Submitting for your Building Plans, please read the following. I may be half right, but I wont be all wrong like lowyatt people. Ask yourself if you fall in the following criteria first. Otherwise you can skip a lot from my posting here and read whats relevant. So, whats happening to your property ?

a) Is it Being renovated ? ( Doesnt matter if its below or above 1,000sq. ft. )
(If yes, feel free to skip a lot, read if it may be entertaining or relevant)

b) If it is being demolished and rebuilt and is in a Terrace/ Semi Detached ?
(If yes, very relevant & please read further)

c) If it is being demolished and rebuilt and is a Bungalow ? 
(If yes, please read, but not all will be 100% relevant but we are in the same shitty boat. Same same, but not the same)

Any of  above is basically going to determine down the road with MBPJ's Borang B submissions and pre requirements.


Essentially my process is going to be

1) PRE SUBMISSIONS 
2) EARTH WORKS WITH ROAD & DRAINAGE
3) ENGINEERS PLANS & ARCHITECTS PLANS SUBMISSIONS 
4) DEVELOPMENT ORDER APPORVAL 
5) WORK COMMENCE

In lowyatt time, its about 2 hours can confirm kautim wan.

This is going to be a very very VERY lengthy post, but this is in one page, what MBPJ's Building Plans submission process looks like if you are demolishing and rebuilding a property just like me. Not really on the renovation side which is very quick.

I have warned you.

If you are simply renovating your property, it doesnt matter if its a bungalow, semi detached, terrace, you dont have to worry about the lengthy process of whats required. However, feel free to read my process and what I had to go through.

I cant vouch for you people and say its exactly what you need, but if you are a semi detached or a terrance or Bungalow house in Petaling Jaya that is getting demolished and rebuilt, you can look at me and what I went through. While there may be minute differences for submissions, the lengths are still about the same.

So, where shall we begin.

PRE SUBMISSIONS & EARTHWORKS SUBMISSIONS & ROAD AND DRAINAGE

Sometime in February and March, I meet our Engineers assistant who will be submitting the Earth Works documents which are simple things such as the Signboard, Washing Trough, Hoarding Fence layout and some other stuff. The pre submission forms and requirements are given. The process took about 2 weeks to compile the same bullshit documents submitted for the Kebenaran Mercancang approvals, with the Kebenaran Merancang approval at MBPJ. Anyhow this part was easy to compile.


25th March - 1st April

She submits the documents and uploads them online at MBPJ's OSC website for all relevant documents in regards to just Earth Works first.



So there "few dokumen need 2 submit" according to lowyatt folks. Just 23 of them, can approve within 20 minutes in lowyat land

Here are just some documents for you to see what Earth Works are like. Im skipping showing you road and drainage.


Simple stuff for Earth Works. 

There are more documents but Im not going to cover them, will be absolutely no end otherwise. Leave this to your Engineers. Hoarding fence, location of the signboard on the project. Ok, easy stuff.


6th May

Took over a month to get it approved since the 1st of April, but finally its here. Fuck sakes. Live in the 21st century are'nt we ?




Approved Road and Drainage Plans for MBPJ for Home Renovation (Pelan Jalan & Perparitan). Try looking at this example online on google images and our dear lowyatters if they know about this



Approved Earth Work Plans or MBPJ Home Renovations Kelulusan Pelan Kerja Tanah, also known as Earth Works.

With this part approved, now comes the Engineers submissions for specifications of the properties requirements for everything from being a raft foundation, concrete type, footing size, beams size, pillar size, soil testing submissions, engineers plans basically.

It will concurrently be submitted with the Architects Plans as well, they will run together now for Building Plans. Which is stupid because the Plan was already approved so shouldnt MBPJ skip this re-submission of our plans AGAIN ?

9th May 

Today is the 9th of May 2019.

Its the day that one year ago we came together as Malaysians, from different races, and layers of generations to ensure that our future remained a good one. We casted our votes and made a difference. This has certainly been one of the proudest days Malaysia has seen in a while.

Waking up on the 10th of May was strange and quiete. On the 11th of May, that falls on my Dads birthday, we all celebrated together with beer, good food and talk. It was a truly amazing birthday gift I would like to think for my Dad.

This year has been interesting, and this date too. Today, is the 9th of May 2019, another year before a very incompetent new prime minister thats power hungry since the earliest of times will take reign. The future is vague. Blurry and doesnt seem to me that great. I hope that the tides will shift for the better within the next year and our prime ministers promise broken, all in good favor of a better brighter future for times that lie ahead.

I would just like to say, that its the 9th of May 2019 as I write this, but this is the last posting that will finally end all matters concerned with the Building Plans. However as you read on, there will be updates on the steps and processes that I will fill in in a timeline format, which is why some dates mention dont make sense to the date I posted this.

Disclaimer*** But please note that this posting will have an update till the end process. Its going to be a long one but it is long simply because of the updates and forms that are needed to be filled and shown to you guys.***


7th of MAY

Draftsman messages me, says he was suddenly able to get a meeting with MBPJ on the 9th of May instead of 10th of May that would have been a Friday. Says he needs some missing documents in Hardcopy format, - 2 full sets of my Sales and Purchase Agreement, my Method Statement, and Survey Plans. Says we should meet the next day and pass him these documents. He lets me know how much I need to pay for the submission fees for Building Plans. He tells me the officer at MBPJ Building Plans / Pelan Bangunan will take 14 days to approve plans.

He also says there is no OSC Meeting for Building Plans. Strange, thought there would be, maybe Im confused. Will know soon.

8th of MAY

In the morning, I pay the submission fees for the Building Plans to the Draftsman. In the afternoon, met the Draftsman, hand him documents. Small talk, ask how are things with Ramadhan, has he heard of lowyatt hipsters who work harder than him even during Ramadhan ? He says no. Haha.

I then ask him if 14 days means 14 days, or 14 WORKING DAYS like lowyatt hipsters work ? He says its like lowyatt hipsters, 14 WORKING DAYS. So I said thats basically 3 weeks, not 2 weeks then.

Before leaving, I ask him so what happens after these approvals are done ? He says "you can start work already then". So I ask, "does that mean I can knock the first brick down in 3 weeks ?"  He nods and says


"Yah". 


Fuck that hit me like a freight train. I immediately messaged a couple of contractors to let them know where I stand at the moment. Scary and exciting all at the same time.

I also asked him what about the signboard ? He says he will get back to me on that. Fuck it, its not that important now, Signboard can come up just shortly after approvals are done. Soon I will be letting our neighbours know when we will roughly start work, a signboard will be put up, a hoarding fence too. Ill have to take out insurance for renovation, and a shit load of other things will need to be done before starting work.

IF you are still reading this, this paragraph is personal. Not many of you have gone through such an experience as my little life. It has been 3 years since I moved back with our parents in October 2016. It will be Ramadhan 2017 when we finally found our Architect, and it will be 1.5 years to get to the stage of where I am now with submissions. That night, it was pretty bitter sweet. I know we will have to leave our parents nest soon (AGAIN), as we will be 37 and 36 respectively next year when finally, our home is built. Something my Mum was happy for but I knew she was a little sad too. Something lowyatt hipsters wont understand. 

You cant imagine what wifey thought. Its suddenly all coming together. Yes, the Gin I had last night was pretty exciting for the both of us. But was a little sad too. Even when my parents live something like 900 meters away from our future Home is. I guess its the thought of how appreciative one is for allowing our grown up asses back into the home because they understand our struggle. What was supposed to take a year in my early naive days, has now taken 3, and we have another 1 more year pretty much to go. Will lowyatt hipsters like to go through this ? Because you know how painful it is for them just to even pick up a pen. 

I had a plan, clearly it didnt work, and I dont like it when plans dont work. I have been asking myself what would I do to show my appreciation the night before we move out when it comes ? A good dinner ? A holiday ? Take them to Nobu or Marinis like how Eng Hoe and Mr. Alex contractors do everyday at 3 pm ? How can I ever make up for what they have done for the shit I have given them in 3 years of living with them. Nothing. Pretty bitter sweet. Ill have to repay them in some way, with service.

Soon, even this blog, will morph into a different topic, but thats life.

9th of MAY

Draftsman messages me and shows me he has already submitted the documents, and has paid the bill. Here is the rough breakdown of the cost. The form to fill for what needs to be ticked together with costings such as if you have a swimming pool, how large, how many toilet bowls, sinks etc you will be applying for is something Im not going to show you. After all, its also done by your Draftsman / Architect. Because its lengthy and useless, except for lowyatt people. So here is the breakdown of my bill.


Another 3 more weeks to go. The countdown begins. By the end of this blog, I wonder how would it look like as Im writing this on the 9th of May 2019.


10th of MAY 

As it turns out there STILL IS an OSC Online for submissions. My Draftsman was wrong. HAH ! This is what he had submitted during Ramadhan. He has been working hard. Truly appreciate the Architect and this Draftsman. This is what he submitted on the 9th of May, 6 documents for Building Plans for OSC Online


This is the part that takes the shortest time to approve. If it was just simple renovations, I could have just got this within 2 months. The rest has all been fluff


Also, I had a change in mind, because I am supposed to be better than lowyatt people, so Im going to show you even the Resit Bayaran Pelan Bangunan MBPJ okay ? Because Im supposed to educate you all, and how its calculated. So you can achieve God Status on your lowyatt forum.

When applying for Building Plans, you will need to have your OSC Online done, in other words your profile and password, secondly, you will need to have your files in hardcopy and soft copy ready for submissions. We submitted hardcopies and soft copies simultaneously. Your Draftsman or Architect will liase with an MBPJ Officer at the Building Plans department. 

The first form will be your request called a Borang A, here is your borang A. Why is this actually your first form ? Because its your request application. The rest such as Geran, Kelulusan KM, Resit Bayaran, you have already seen or it may not apply if you are renovating below 1000 square feet in Petaling Jaya.


Borang A, Pelan Bangunan MBPJ / Building Plans Form A for MBPJ, correctly known as PERAKUAN PELAN PELAN BANGUNAN/STRUKTUR. Of all documents I have been searching whenever I have to upload for you people, this has been the easiest to find. Look how blue it is. I love it ! Kinda trippy. Has a Ford GT40 sort of a colour going on. Im sure every other posting online will allow you to see this document "EASILY"

Here is what you might be able to find from lowyatt folks, the much talked about Calculations for Submissions. This is MBPJ's format based on the Home I am about to build.

 Page 1. This is how money is made for your structure by the town council MBPJ

Page 2. Im sure lowyatt folks are wondering where is Aras 4 because in Cheras, Aras satu and dua will just not do, plus swimming pool and underground theatre and wine cellar is a must.

Page 3. What all lowyatt folks know when applying for submissions, Tong Roro. Thats all they know. Tong Roro for construction must pay 2 the majlis. 
This you can find easily on your favorite website in many topics / chats that always have people say "hav 2 pay sum monies 2 de majlis for tong". Clearly these same people didnt help others by telling what other charges may exist such as your Water Closets to your Processing Fees. 


Here, I am sharing what it actually looks like, and is needed to pay. And I always thought it was going to be only about 1 -2k. As some lowyatt folks mentioned, "need 2 set aside bout 1 - 2k". pffffft. 

Look, I hope I am giving you better advise now. I hope Im doing a good job. As long as I can share to the best extend what Im doing that MAY benefit you, that just means my mission is going well. So as it turns out, at almost 4k, Lowyatt folks would have been either 100% wrong in judgement on how much I had to pay, or 200% wrong in judgement on the highest side. (Which IT HAS BEEN!) 

In my case with you, I hope im only about 50% wrong. I can sleep well with those kind of errors in percentage, knowing I only made a 50% mistake with you for cost estimates for Building Plan Submission Fees with MBPJ. How do lowyatt folks sleep at night ? Fuckers

This may not be something you will have to go through. Its just what I AM going through. So this is what I had to pay for the things that I need. You may only have 2 bathrooms you need to renovate, so maybe my reference will serve as a guideline for your submission fees. I hope it helps you. whatever it is. 


14th MAY

I just finished posting the other blog about getting your Electrical and Plumbing plans ready. Its 5 : 45, decided to look at MBPJ Osc Online.

Looks like theres an update, was just 1 hour and 45 minutes late.

Yes, Im very productive at work today, helping to blog for all of you, but heres an update

I guess its just "another" 1 more OSC Meeting I guess

From the look of things, there is going to be another MBPJ OSC Meeting since it says Pindaan Dari Urursetia OSC. And if theres something I know about OSC Meetings, its usually at the end of the month, followed by 1 week before we can get the letter. From our experience, MBPJ's OSC Online will approve things just before Raya, followed by a 1 week break between 3 - 9th June, followed by another 7 days to get the official letter, which means 16th June and by the time I am allowed to be finally free will be between the 17th and 18th of June. Im not changing my prediction at all here. Lets wait and see if Im right.
                                    

View Item 2 above where it says Pelekat Kebenaran Ubah Suai, this is your Approval Letter that you will just need to print and stick on your gate. It must be visible. However I like having our names posted boldly like it used to be before. Today, you only see large construction Building Plan signboards for apartments, office towers etc. It used to be for Homes to similar to the Kebenaran Merancang ones, but now its shrunk to an A4 sticker size.  

This sticker now has your details in an A4 size such as your name, and other details. I will try and take a sample for you before showing you more.

15th MAY

Receive an email from the Draftsman and Architect. Since our Borang A from MBPJ's Pelan Bangunan / Building Plans have been approved to be sent out for endorsement, wasting no time we are now given a Borang B to prepare. What is the Borang B for MBPJ's Pelang Bangunan / Building Plan approval ? Its to allow you to start work. So we need to fill it in, prepare this ready for submissions while waiting for Borang A's approval letter to be endorsed. Fun huh being Bureaucratic, Kan ?

So here are the forms that I have to fill out. 5 of them in total. The documents below are self explanatory, but knowing me, If you need to be aware, Im going to post every individual one of them so you dont suffer from the fate of lowyatt folks.

Im sure these documents are the only things that lowyatt God Status keyboard warrior kids in chat rooms would have seen their parents filling out, and that makes them "extra special and knowledgable" followed by famous words such as "must prepare sum document like det 4 approvel den can get" 

Borang B Pelan Bangunang / Building Plans MBPJ to fill out before you are allowed to start work for House Renovations in Petaling Jaya


I was going to show you all what the Borang B forms were going to look like but for now, these are the Borang B documents that you will need to fill up, sign and submit after receiving your Temporary Work Permit and Building Plan Approvals from MBPJ for your Home Renovation. 


27th MAY

I come back from a drinking trip with my buddy over the weekend in Melaka. I was hungover on Monday morning after finishing about 2 mugs for starters, followed by about 10 bottles, and 2 towers on Saturday... and woke up Sunday to have another 6 bottles in the afternoon with Nyonya Lunch (this was all shared by the both of us, excluding our wives), followed by a drive home and a bottle of wine at night before sleeping.

Only to receive this message on Monday Morning, on the 27th of May

That was really great news, he even gave me a sneak peak of the documents and the day was going all well till I had an argument with Dad but well, some days you just cant choose to have them the way you want I guess. Except lowyatt folks

What I had received this day was my

1. Kelulusan Pelan - Approval Plans / Planning Approvals 
2. Temporary Work Permit Licence
3.  MBPJ Endorsed House Plans for Building Plans

The Draftsman later to ask me if I have a contractor ready and if my Form B Submissions are ready which I said I am not, considering now its 1 week before Raya, and it will be only by the 10th when everyone is back at work at MBPJ so no rush now. Except to wait and see what contractors quotes are.

Wow, the day had finally come, you would think its all over, but Borang B or FORM B for MBPJ Home Renovations will come next before ANY work can start.

Also, I took a drive in section 14 just to show you that there are no more Notice Boards for House Renovations in Petaling Jaya, just a sticker placed on the hoarding gate of the property. After I had done this, I nursed my hangover with some coffee and koay teow in ss3 at Hup Soon. That Koay Teow seller is pretty damn good. Better than avacado toast "influencer" hipsters who think they know what taste is all about.



KINDLY NOTE THE FOLLOWING

*** If you are just doing renovations, the below is all you will need to paste on your hoarding gate. If you are demolishing and rebuilding you will need to put up a new signboard. Not one in canvas or tarpaulin. An actual proper signboard made in steel placed within your boundary close to the gate. This will have your title of the project, your name, architect, engineer and contractors details as well fully displayed. This is something I will have to do ***





Yes this very signboard may be obtained by lowyatt hipsters in 2 days. For some reason its taken me 1.5 years.

An example of the new MBPJ House Renovation notices have become. I only see the large signboards now on commercial, residential and office towers, which includes the newly being built Durian SS2 as well

Lawd have mercy, no hipsters shall ever know that I had 6 prawns in my Koay Teow meal this day. The uncle there has been working for at least 19 years at the same spot and he keeps getting better with his smoky wok. Fuck yes, pair that with my Kopi Peng or as Hipsters would say, 7 cubes of ice, made with sugar from Philippines, Naturally found ingredients - Milk (Nestle) and served with the freshest ground coffee beans (Nescafe). Well to me its Kopi Peng, fuck yes. This helped with the hangover and the good news. If you are ever around SS3, Go to Hup Soon, go have a Koay Teow (LARGE - RM 7.00). He used to charge RM 6.50 till I told him whats the 50 cents for ? So fucking good.


28th MAY

I receive the email from my Draftsman of the scanned copies. Here it is for my Kelulusan Pelan Bangunan, Temporary Work Permit and MBPJ Endorsed Plans for Home Renovation. This front page will be needed to be posted on my hoarding gate soon.

2. TEMPORARY WORK PERMIT MBPJ / 
This too will have to be posted in a sticker format on my hoarding gate soon




Some more monies 2 prepare wan, according to lowyatt. In my case, I have never seen ANY thing like this on lowyatt. For me, my costs were RM 810.00. It also shows when the temporary work permit is allowed.

3. ENDORSED MBPJ PELAN BANGUNAN / BUILDING PLANS FOR HOME RENOVATION


Finally, there is an MBPJ Endorsed Chop for Building Plans. There are 10 sets of these plans that were endorsed. I will need to make sure I have my endorsed plan at least a copy given back to me at some point

Are we done yet ? No we are not. I was wondering about this day 6 months ago. And now its here turns out there is still, one more thing to do... Appoint a contractor and fill up form B.

 If you have made it this far reading this, Im a little tired, so Im only going to show you the most important document to fill which is Form 3 or Borang B Notifikasi Permulaan Kerja Pembinaan for MBPJ. This is the last form for us to submit, and then work can commence. 

I am not posting the other documents because otherwise this page will have tooooooo many pages as and most of it is a repeat of filling in your details again and again. But here is the most important form.



Page 1, Straightforward for lowyatt online folks because its readily available online right ?
This part feels so good filling it up, because now the time has finally come to close MBPJ's Building Plans stage, confirm a contractor, and starting work. Something lowyatt folks know how to do right ?

Here are the forms needed for submission from the Architect and Engineer. This is just page 1 
And here is a page that Mr. Justin and Eng Ho know filling in because they are not CIDB Certified and ask for RM 500,000 and above like its been waiting for them all this while. This is also a page that lowyatt folks know about very well because its only as easy as A-B-C can get Haus Lorrr. Right ? Can find all the God Status lowyatt folks posting this online to tell you to "mus prepare sum funds"



You dont fill this, thats done by your draftsman / Architect

CCC Application form

These forms will repeat itself for what you have to fill up so its pointless showing them. No loss to you and me, trust me,.....or lowyatt folks. They know better :) 

So what can we say about lowyatt people now ?

Hmmm, I dont know Sir. Is he CIDB Certified ? Did he fill in a Borang A and Borang B for Building Plans ? Was it above 1,000 square feet for your renovations where Development Order or Kebenaran Merancang was done ? Who cares if he is Chinese ? 

Well looks like a case of the blind leading the blind. This poor person probably didnt get a certified contractor, approvals, proper channels, cash blown, and another lowyatt folk thanking him for posting this comment. Shows the kind of kids that are in these forums and who they engage with. When shit goes wrong, they worry you about contractors and blog about it with shitty emoticons and warnings. Poor dude now probably doesnt have a wine cellar now in his home in the basement.

Do you know how many contractors my wife and I have met in the past 2.5 years. We have met 20. Lowyatt folks are the greatest legends of all when they recommend contractors in forums saying things like "call him, tell him _______ reco 4u" and they will not even be CIDB Certified. I searched from the forums horror story contractors so I know if they are certified or not. The majority are simply not certified.

20 contractors later, only 1 was honest enough to tell me what to do correctly without getting involved into deep shit with the other 19 met all this while and recently. Im not your ordinary person. Have seen and met the bad, ugly and greedy. Now it has boiled down to one name for submissions as the form is filled. 

19 July

In my other posting about finding contractors, I meet with the contractor, we both shake hands over chicken rice for lunch (no hipster cafe coffee shit here) and with that, I fill up my forms. Its 4pm on Friday, and let the Architect, Engineer and Draftsman know about my newly appointed Contractor. 
This form was filled up twice, and was jinxed because I filled it up before hand I guess. Now that a handshake had been done with my newly appointed contractor, I submit this to by Draftsman and message the little team


22 July

Catch 22 strikes again. I have to get a Dilapidation Survey / Dilapidation Report / Building Survey works done according to the Draftsman. Will you need to have one if you are applying for Building Plans for MBPJ for House Renovation or Demolition ? To my knowledge, if you are knocking down your home, yes, otherwise lowyatt folks will need no need to. Read point B (i) below and point B (iii) below



Fuck these reports and surveys. More money and time goes out again

You might be wondering why is this getting more ridiculous. Actually why you need this Dilapidation Survey Is because just in case you are NOT a lowyatt contractor, you are protected.

BUT WHY WORRRRRRRR ? LOYATT NO MENTION WORRRRRR

So that your neighbours dont say shit about cracks that occur either before or after. If your neighbours dont cooperate before construction, then dont say shit later why things are cracking. The Building Surveyor will check for any defects before and after and make a report about it. Simple. Any claims later we have our report so they can fuck off with their illegal buildings. 

A qualified Dilapidation Surveyor will come and examine your building and the surrounding buildings. This is what MBPJ wants to do with your Building Plan approvals. Otherwise, cannot get Haus Work started.

23rd July

My wife and I scram to look for fucking Surveyors. We reach out to 4, only 1 returns quickly with a quote. This credit is due to my wife. I ask them how long will it take - about a month apparently. 3 days of surveying. 2 weeks of producing the report. Fuck me. However its legal. 

Dont worry if you are just doing simple home renovations, but in my case I will have to get my neighbors properties internally and externally - the one linked to me especially, and at least the rear done. They will also need to look within a 10 - 30 meter radius of our neighbours as well. The Surveyors will also look at my structure and make notes. 

If you are in the same boat as me, get yourself a Dilapidation Surveyor ready.

Now please read the following. In point B(i) below again :-


If you are doing your Dilapidation Survey (hate typing this word), its a good time to have your Minist Mesyuarat perjumpaan bersama penduduk sekitar tapak projek, mengenai pembinaan yang dicadangkan. Kill 2 birds with one stone. Meet your neighbors when the Dilapidation Surveyor is doing his works. That way you have your meeting minutes recorded and submit these documents at the same time. 

I tried looking up for both these points online, and once again found nothing in any of the forums. Its becoming clearer how bad the forums are with advise, illegal shit, and stupid kids. 

Fun Fact : Do you know, with all the above submitted to MBPJ, how long will it take before we can start work ? 1 -2 days after =). 

24th July

I call MBPJ and email them for some questions. They said yes it would be good to get your rear neighbour looked at internally as well as they will be the closest. I decide to email the Jabatan Kawalan Bangunan director, and then decide I will make a visit to MBPJ to get further clarification face to face. Reason being for point Bi) above, MBPJ says you just have to let neighbours know, no document to submit..... "Huh ?"

So a trip was needed to MBPJ to physically ask them.

I check online for the Dilapidation Surveyor if he is legal and they claim online that they are certified so all good. If you need to engage a Dilapidation Surveyor, kindly ask them if they are certified. Knowing MBPJ everything has to be clean and certified with a chop as well.

I pay the Dilapidation Surveyor, and then head to MBPJ to clarify what they really want.

I get to MBPJ and they say

FUCK YES, Draftsman was wrong again, less paper work now. Even the Building Surveyor was right. However, on the approval letter above, it does not say that we need not submit unless its a Bungalow. See how making this trip has paid off ? MBPJ gives me some additional 3 forms as a pre requisite before finishing up my form B submissions.

I WILL need more paper work to submit. How lovely =) More on this later which will include and application for demolition, and some other stuff such as more tong roro bills, monthly calculations on the hoarding fence and a shit load of other things. Im not speaking to my Draftsman at the moment. Pissed he didnt know about this shit and the Architect too who is currently away and cant manage the situation.

26th July

Draftsman calls me up. We have a chat in the morning. Draftsman advises that the person in charge of our area has advised that the 3 other forms given by MBPJ are wrong. Im confused. So who is right. Architect says listen to the draftsman since he is working with the person in charge of the building plans approval in ss3. So we agree. I say to thim

"As long as what we are doing is not WRONG, not RIGHT but CORRECT" I am good to go to which the Draftsman says

"If you meet 5 people in MBPJ, you will get 5 different answers" which has been true. No one has any clarity. I have not even got a reply letter yet from the Pengarah Jabatan Kawalan. So if this be the case, I have exhausted my due diligence. I tell the Draftsman as well

"We wont do any internal sureveys of all the neighbours, just external with the exception of our joinned neighbor. We will also not be submitting any stupid meeting minutes" and that was it

The Draftsman also tells me to get ready for my signboard that needs to be put up with the Engineers details. I totally forgot about this. So in the evening, I let my wife know to search for 2 signboard makers and I email a couple of signboard makers as well the following :



Yay, we get to have another signboard for our Building Plans and our name. Fuck me. More Money to spend !. This signboard is fucking huge, being 10 feet in width, another 18feet in height. But why dont lowyatt people teach me this ? I dont think this is available on your favorite forum as its run by kids who only know what tong roro's are. 

How did I get this drawing ? This came from my Engineer during whats called a Earth Works submission. You may not need earth works, it really depends on WHAT you are doing, if its simple renovations, you omit what I have just shown. If you are demolishing & rebuilding like me, yes you are going to need the Earth Works submission as well which is a part of the Engineers submission. Dont worry otherwise. 

27th July

Meet the Dilapidation Surveyor at 10am in the morning. Was a little hung over. We managed to get one neighbours kind consent. We enter the premise, Dilapidation Surveyor does his work, snaps images, gives his card to the owner. We have one owner down, another few more to go, if we can get their kind consent. Lets see how this coming week plays out.

In the evening one signboard supplier gets back to us with a quote of RM 2,800.00. Very hungry supplier. Even communicated with them at 10pm, they responded. The other 2 suppliers have not yet even acknowledged our emails. Perhaps they were eating Medium Rare steak and Hermitage wine.

Wife and I decided by Wednesday, we are not going to wait, whoever responds, will get our money. Just like the Dilapidation Surveyor. Out of 4 of them, this guy responded quickly, fuck the rest.

29th July

We submit our Borang B documents without the Dilapidation Survey. More on this later. Right now, we have submitted the requested forms otherwise needed by MBPJ while waiting for the go ahead.

There are a few forms submitted inclusive of the Method Statement given by our contractor a while back as well as a Schedule that we have used in anticipation when we would like to start.


Dis submission need only 20 minutes can approve. Anything jus pm me do de side. This stupid Bai took since December 2017 to reach this far till today. Dont know why ?

We chase our suppliers for the signboard today. We know that if they reply later than the 31st, we will just say fuck them.

31st July

I pay off for the signboard maker, because damn, next week the work can actually start and now its a mad dash to get the Dilapidation Surveys drafts in for submission for MBPJ, not possible till the 4th of August, damn, a day before MBPJ comes, will be very touch and go. MBPJ will come to our premise to take a look at our premise to ensure no work has been done. I pick up a guest from India, and the rest of the day is gone.

The draftsman says to get the Dilapidation done as soon as possible in hard copy as well. We are able to get this on Tuesday next week (6th August). Damn. Fast and tricky now. I arrange with our immediate neighbour and let them know on the situation. They arrange for a gentleman to come tomorrow at 10 30AM.

2nd August

I head over to the neighbours house at 10 30 AM and with the surveyor. Because Im not a lowyatt hipsters who doesnt raise a finger to their neighbour. Our neighbour and I discuss things. They really are a very very charming couple.

The surveyor had already started work on the home. Our neighbour takes me inside my property and shows some damage done by some other lowyatt contractor of the past. I really feel sad for people who have to deal with the aftermath of lowyatt contractors. The previous owners contractors had fucked things up by sharing a common beam and structurally tied both footings together. Fuck me.

In my case, thank God my neighbour is an engineer, he has looked at our structure as well, and is all good. After all, thats what our contractor has to build when the time comes.

My neighbour shows me what had happened, and has given me some advise what to do. The good thing is that we will have the place torn down so there will be less of a load now on the neighbours side. But whats done is done and it was not my fault.

The surveyor also takes images and notes on this.

Surveyor is done really quick. By 11 15 AM actually. He actually knocked out 3 homes pretty quick.

Word of Advise

1. Do your best at advising your neighbours or reaching out to them for a dilapidation survey. Let them know what you are doing and why it needs to be done.

2. Best make yourself available by taking time out of your day WHILE the Surveyor is around. Its not nice and it would be very courteous. Shows your kind willingness to reach out and make things work etc.


What if I cannot get any of my neighbours consent for a survey ?

1. I asked one of our neighbours who I have not met about this. And he says "no need to come in to my place and take images, you can go ahead and take images from the outside but you cant come in" Alright, this guy is pretty frank, I was slightly intimidated at how fast he used the word Fuck as well, who which I said "I like your style". This guy is the shitty neighbours neighbour. In such a case, Dilapidation Surveyors will be well prepared. They will bring a 200mm lense, and take images from the road side. No one can stop that because its Public Property.

2. If you have an illegally built shitty neighbour like we do on the side we are not connected to, (in this case they built right till the boundary line) then dont get their consent. These are fucking trouble makers. Real shit heads. Leave these people out. Our neighbours are hoping that we will take a Dilapidation Survey done on them, but have decided not to. They are horrible and treat animals like shit. At some point, if anyone were to complain, it can only be them as other folks if not half, then FULLY are on board with you and have nothing to hide. When you have illegally built neighbours, taking pictures will rattle the nest. So fuck it, use this as your UNO ! wild card and use it well......IF required.

Its almost 6 PM in the evening. Its Sunday. No news from the Dilapidation Surveyor. I contact him, he tells me he will get the draft done. He heads to the office and by 8 : 30 he is done. This guy had missed his sons birthday for me. I really thank God that some people I work with are dedicated for the little that we pay. While avacado toast lowyatt hipsters are having an early 6 PM dinner, Im waiting, the Surveyor is doing work, and missing his sons Birthday. Im truly blessed.

He sends me the email, I shoot it off to the Draftsman at 9 PM. I have some beers, and have a view of the Dilapidation Survey draft. Its still not 100% complete, but this was really nice.

Heres one of my neighbour in front of us. Huge ass crack. If anyone wants to be a crook, they would really have to compile a big case and spend money on it. Any complaints to town council or any bodies WILL find our Dilapidation Report as further proof. 

Its a 32 page document so far, and Im sure it will reach about 50 ish +/- pages when its done. Its going to be a huge file by the time its done.

Can you find lowyatt hipsters doing this shit and posting it online on your favorite website ? No right ? So if you are applying for a Home Demolition and Rebuild in Petaling Jaya, this will be part of the requirement needed by MBPJ for approving your Building Plans / Pelan Bangunan.

Does this mean that now my neighbours can say or accuse me for anything ? Well now we have proof and have guarded ourselves well. And they all know that we are doing our work right, so no one can say anything now. Inclusive of our illegally built neighbours and the guy who didnt allow us to enter his premise. 

I would highly recommend you not to take any kids advise from forums compiling a list of complaints that worry your about Contractors. Fucking do your job right, and all will be well for you. See how nice I am taking the time to blog about this for you ? The cost of thiswas RM 4,500.00. Money well spent to safeguard us. After all, this would support any further claims for Insurance as well should anyone like to make a challenge. Wont be easy.


5th August

The day starts at 4 : 40am for the Draftsman, he tries uploading the Dilapidation Surveyors draft to MBPJ's OSC Online website, and it doesnt upload. Took him 3 tries and it finally goes through at 7 AM ish.

I take a look at 7 : 30 AM and its uploaded.

I get news that we will not be able to have MBPJ come to our home today, we did our best but there was not enough time for MBPJ to approve the documents submitted. We really gave a good effort and try. Lowyatt hipsters and their famous 1-2 days can approve is all bullshit to me.

Its 1 : 30 PM, I take a look online again for any update on MBPJ's website since 7 : 30 AM.

We have an Update that just came in now


 This means I will need to head over to pay up for the next stage, for my Hoarding Fence, Signboard and 

Efforts flunked at the last moment to get MBPJ to conduct a site survey this morning. We lost the opportunity since we could not get any approval done last week from the Dilapidation Draft. I dont feel upset, have waited this long and everyone is working hard, as fast and accurately as they can. If the Dilapidation was done earlier, which was my fault to blame, we could have started work already.

Nevermind, we start filling in another document. I end up paying RM 1,230.00 "to de majlis, hav 2 prepare sum monies" for the Hoarding Fence, My Signboard that will soon go up, and the Sticker for my Permit Untuk Kerja Kerja Sementara. All this comes to coughing up a little blood of RM 1,230.00

Thats how town councils also make money. The longer your project, the longer you need to pay for your hoarding fence. We capped it at 8 months, which is realistic.

Mus pay sum monies 2 de majlis again. This shows the length of our Hoarding Fence, and how much its calculated on a monthly basis. So not only do you need to buy your fence, you also pay MBPJ for having your already purchased fence to be put up. How will they maintain the fence ? God alone knows. Try looking for this online and you will not find anyone showing you the thorough process. not even in a single image or posting

The form above is prepared either by your Architect or the Contractor but in which, this case its by the Draftsman, which is fine as long as someone credible apart of your project team be it Architect or Contractor, fills this. No proper formalities here who fills it up but as long as its done by a qualified person. Something lowyatt contractors do everyday and advise online in the many threads saying "1 - 2 days can approf".

The document above IS, your fucking 1 - 2 days approval. Now what happens ?

I pay the Draftsman not wasting time, and he will wait for MBPJ to advise when the site visit time and date will take place. This is to ensure no work has started. Something lowyatt idiots know how to do well, start within 1 - 2 days. So I arrange for my Gardener to come clean the place up, one last time. =) So long, farewell you shitty old place.

I also notice that lazy lowyatt fuckers will leave a property purchased in a neglected state, causing over growth and badly kept gardens to breed insects and mosquitoes. They pay a one time huge clean up of the over growth, and then begin constructing. Not me, I had spent about close to 1k just to keep the property looking in shape in these years. I have cut the grass on average once every 2 months if its rainy, once a month if its dry season. Fucking lowyatt hipsters. Please keep your property clean. Do not leave it to neglect or decay.

Its now 6 : 51 PM, and about half an hour ago, I received news from our Dilapidation Surveyor that our complete survey is ready. I make a payment without wasting a single second. Such good guys.

Now I email it to my Draftsman, and its time to head back for the day

I truly love this company, Wifey really found a gem of a company. Really hard working people. Please use them if you wish and I highly recommend them - Permata Ukur Bina Sdn. Bhd.

Now, we wait for the next cause of action. Man I hope I can celebrate this week if MBPJ comes by. Would really be awesome. Everyday has been something progressive now.

6th August

Draftsman says YES THERE IS YET ANOTHER FORM to fill in, this time its called Borang G. This will require your contractor and engineers details together with your Contractors CIDB Cert, Signature, Chop, etc. I immediately send these forms to the contractor whom Im meeting tomorrow for handing him my deposit. So he says he will get it done.


7th August

Wanna see something Lowyatt God Status Keyboard Warrior Kids ? Here is what your contractor and engineer will need to do for submissions for MBPJ's Building Plans / Pelan Bangunan. This is called Borang G Submissions, 4 of them which are for your home renovation in Petaling Jaya. This MAY or MAY NOT apply to you, so ask your Architect and Contractor if it is required.

Anymore documents ? Lets see. According to my Contractor, this is the end of submissions.

8th August

How many pages of submissions do you think we have ? Heck Im drunk on viewing submissions. Can you imagine how environmentally friendly the paper submissions are ? Whats the point in getting rid of straws when MBPJ wants Hard Copies of Papers submitted. Fucking hell. 

Anyway, I get the documents above scanned and send it to the Draftsman for submission. We still have to wait for MBPJ to come by again to view the premise so that no work has started and then get a final approval. Heck, end of August I guess is when we will start ? Lets see in the days to come. Almost everyday since the 19th of July has been productive and active. Unlike lowyatters, 1-2 days can approve onli.


15 August

Its now 1 week since my last update. As it turns out, Monday was a holiday, and the rest of the week MBPJ is practically off. Because its school holiday season. Looks like nothing will move till next week. How wonderful.

However its a good day

I made a payment for a new vehicle. This time its a Mercedes Benz. CLS 350


20th August

Message the Draftsman, he says the Officer who has seen the site, has not yet given information to the Building Plan department. Fuck Me. These dudes are really taking their sweet time with no rush.. Given if it was their own home, or some big shot with a title's home, Im sure MBPJ will work faster. Draftsman says he will find out more by tomorrow whats been happening at MBPJ.

Then this happens



I had enough of MBPJ and was not fucking around anymore. Im wise enough to know that if they wont to give shit, I too can take matters correctly to get things approved. However this has worked better in my favor 20 minutes later hearing that my plans were approved.

I message my Contractor and say 1st week of September, lets start.

21st August

No news from the Draftsman. I message him and he doesnt reply



22nd August

Its now the time of Virgo to rise. And my Draftsman messages me in the morning. He says that he had caught the fever yesterday so he didnt go pick up the documents. Nevermind, catch 22's always seem to find a way somehow. He says he will come back this evening with the approved plans when he collects them from MBPJ personally. Hope it says 21st August as a date approved by MBPJ's Building Plan Department.

The moment we get the Approved Plans, I will message the signboard maker and pay up the balance to get things installed. Lets see what happens by this evening. Its now my lunch break at 12: 15, and while lowyat hipsters have just woken up an hour and a half ago to open up their coffee shops, I have been attending to my parents car insurance issues, dealing with 5 cylinders of 50 kilo gas for powder coating, machine problems and blogging for you guys my progress.

This is it folks ! One last things left ! Finally ! (I hope?) Fuck Me. Lets see if I can really celebrate tonight or not. Shit, what was I supposed to have for dinner again ? Thats right, Kenny Rogers. Cause lowyat hipsters will prefer Wagyu cooked medium rare on a private jet with the best and only the best of Champagne. Just beer and Kenny Rogers for me thanks. 22nd August, 12 : 46 PM

Notis Kebenaran Memulakan Kerja MBPJ Home Renovation / Permission to start Work 

 As I was typing the above, I received a message on Whatsapp from my Draftsman. I look at it, I thank God. I send it to my Dad, Wife and Contractor. I have a good laugh all to myself.

This folks, is the end. Its is finally here, of all days, on catch 22. I think we have now made peace with catch 22. I will be meeting my Draftsman tomorrow to collect these documents before Friday prayers. 

I was hoping to have Kenny Rogers for dinner to celebrate, but thought I would rather wait for my wife who is in Pahang to come back and will have a Kenny Rogers to celebrate or something.


23rd August

Its 11:45, I wait for the Draftsman to show up. He shows up on his motorcycle and hands me the document. I have a look at all the receipts and my poster that I have to put on my front hoarding fence soon. 

Turns out that my visit to MBPJ on the 26th of July had caused a stir that went right up to the Pengarah Jabatan Kawalan Bangunan. Im glad, because the Director of Building Plans had caught my attention and letter.I guess that now this project is watched by the right people, and thats why I have a signboard that needs to go up. Signboards apparently are meant for large projects nowadays. Doesnt matter that I have paid 2.7k for my signboard, as long as what we are doing is CORRECT. 

With my Banner in hand, receipts kept, I can now get my Signboard put up and Hoarding Fence, followed by Demolition of our property

The Signboard maker is told to get ready and install by next week. This is where a  9 part series of a new blog for Demolition & Construction of a Home in Petaling Jaya will begin with new Images and the process of beginning till end of my construction.

We have finally accomplished what we set out to do with MBPJ since December 27, 2017. It has taken approximately 1 year and 8 months to reach here and now its finally accomplished.
