I met the MBPJ officer who hands me 3 kinds of documents :-
10 copies of the Plans,
Kelulusan Kebenaran Merancang &
Surat Aku Janji to be endorsed by a Commissioner for Oaths.
Turns out MBPJ like any Malaysian Government organization, loves more and more paper work.
I received the documents, I signed them, my wife signs them.
1. ENDORSEMENT PLANS - 10 COPIES
10 Plans, because 1 is just not enough. Highligted in Red on all 10 plans are the conditions of the Kelulusan Kebenaran Merancang / Development Order Approval
2. KELULUSAN KEBENARAN MERANCANG MBPJ
I am also handed a document for my Development Order Approval / Kelulusan Kebenaran Merancang that has a 14 page document, (yes more pages) inclusive of a SURAT AKU JANJI to which I had to go to a commissioner for oaths to get acknowledged as well.
Now what this says here is basically the Rules and Regulations of what to expect. Its about 10 pages long. Covers everything from your Work Hours during construction thats from 8 AM to 6 PM max Monday to Sunday (like anybody follows or obeys doing plastering work on Sundays) to things like your Heavy Trucks running on your roads etc. that needs approvals (like any contractor seriously applies). Anyway it has all sorts of stuff which a contractor will ask you to even take Insurance for. Why ? Because just in case something happens, you the Developer, will be liable.
When you receive this document, read it carefully. It will explain all the terms and conditions and remedies as well. These conditions are also mentioned on the 10 Endorsement Plans.
Here are some examples :
The front page is actually attention-ed to the Town Planner for our Home. But this document belongs to you.
Some of the conditions or "Syarat" that mention the total height of the building permitted
In this condition it mentions your working hours permitted and the notice board to put up when you start demolishing / renovating your premise
3. SURAT AKU JANJI (Bust out an acapella guys, "I sweaaaar, by the moon and the stars and the ..."
This letter will be given to you. You will need to find a Commissioner of Oaths, anyone will do, from anywhere. Even from Klang, its alright. It is to ensure you agree to the terms of the Kelulusan Kebenaran Merancang MBPJ for your House Renovations.
Once this document is signed, the MBPJ Officer will take it back. So make a copy.
What does it look like ? Here it is below for Lowyat folks :-
So I had to go to the Commissioner for Oaths the next day. From what I can say, I could recommend this place :
Need a Commisioner for Oaths in PJ ? Lowyatt folks can go to SS2 to this place. Fast, quick, and cost 4 bucks for your documents to be chopped and signed
This lady maam works super fast, was in and out in 5 minutes. To get your Commissioner of Oaths signature from here, the cost was just 4 bucks.
So that got taken cared of this morning.
Now I have
1. Handed back these documents back to the MBPJ Officer who will then -
2. Submit this back to the -
3. Town Planner who will sign them and then -
4. Submit it back to the -
5. Planning Department at MBPJ who will then
6. Get the plans endorsed by the Director and assistant Director of MBPJ's Planning Department.
And then, yes then my chai latte avacado toast lowyatt hipsters, THEN, we are DONE with Kebenaran Merancang and it will be finally over.
When that happens ? Ill certainly treat myself to one of those lowyatt wagyu steaks that lowyatt folks and contractors have for dinner every evening at Marinis on 57.
Im guessing it will still take another month to complete the journey on the Kebenaran Merancang for our Home Renovation in Petaling Jaya, BUT Keep in mind, there is still the Building Plans / Pelan Bangunan that needs approval. But this will take 1 - 2 months in addition for approvals.
By Chinese New Year next year, or just after, We should have the place flattened. And with more hair loss that lowyat people will never understand with their ipads checking out this blog to get upgraded to God Status.
WHAT TO DO NOW :
1. ENGINEERS PLANS
Get this done NOW. As soon as you can, this is where remember our Soil Investigation done last year in August 2017 ? We will need to know what size of footings to use, ground, ceiling and floor beams.
The rush is now on to get your Engineers Plans.
The reason for this is because unlike Architects Plans that are only useful for ID hipsters who will begin imagining every generic over saturated hipster themed industrial ala nonya style theme with pathetic framed slogans and charge you for your lack of brain cells that were not created for being more creative, a hefty penny, (boy that was a handful), your ENGINEERS PLANS are what your CONTRACTORS NEED.

The Engineer will also submit the Soil Investigation for Building Plans / Pelan Bangunan as well. The Soil Investigation report is a huge document. That I cant post all of it here. So the Soil Investigation Report was important after all. We are not building something out of guess work.
This is very important because you will need to move swiftly to point number 2 as well.
2. CONTACTORS
It is just about this stage when you must already have about 3 contractors in hand. I have chosen to look at 5 for comparison purposes to make a decision. So far I have found 3. All CIDB certified. No Eric and Eng Hoe's here.

If you cant find enough contractors that are CIDB certified, just head over to the CIDB website at the following link so you can look up contractors from G1 - even G7. In my case, I just need up to a G2 contractor that is allowed up to 500k for contracts. You can look up yourself what G1 - G7 means.
3. ARCHITECT
As soon as you sit down with your engineer, get your Architect ready as well for the plans to be submitted for your Building Plans / Pelan Bangunan.

It is a good time to also start looking at 2 things. Electrical and Plumbing. They too will need to be CIDB Certified if you want your home to obtain a CCC( Certificate of Compliance and Completion)
ELECTRICAL
Its not just about looking at how many lights, fans, airconds, water heaters and plug points that is important alone. You will need to know some knowledge about cables, wires, DB Boxes, MCB's Amps etc and what wire thicknesses you will like to use. And if there's any looping involved for switeches.
PLUMBING
A good time to start researching the different materials for your plumbing. Your material that you would like to use for your incoming hoses, water pump, what kind of plastics you would be using and where. Some pipes will just need a HDPE pipe for outdoors, most will use Class 6 / 7 UPVC for indoors. Lowyatt folks use Gold of course.
Even your sewage pipe materials that you would like to use will make a difference as well. So do some research. Lowyatt folks also use Gold for their sewage pipes too. Because their poop comes from Mount Olympus.
To this I will give lowyat credit where its due. There are many articles that have been covered on these things so Im not going to delve any further. Yes, the one and only time lowyatt folks get credit. Thats all.
