MBPJ Kelulusan Kebenaran Merancang + Endorsement House Renovation

Its the 25th of October, 5 days before the General Meeting at MBPJ. I have some news now.

I met the MBPJ officer who hands me 3 kinds of documents :-

10 copies of the Plans, 
Kelulusan Kebenaran Merancang & 
Surat Aku Janji to be endorsed by a Commissioner for Oaths.

Turns out MBPJ like any Malaysian Government organization, loves more and more paper work.

I received the documents, I signed them, my wife signs them.

1. ENDORSEMENT PLANS - 10 COPIES



10 Plans, because 1 is just not enough. Highligted in Red on all 10 plans are the conditions of the Kelulusan Kebenaran Merancang / Development Order Approval



2. KELULUSAN KEBENARAN MERANCANG MBPJ


I am also handed a document for my Development Order Approval / Kelulusan Kebenaran Merancang that has a 14 page document, (yes more pages) inclusive of a SURAT AKU JANJI to which I had to go to a commissioner for oaths to get acknowledged as well.


Now what this says here is basically the Rules and Regulations of what to expect. Its about 10 pages long. Covers everything from  your Work Hours during construction thats from 8 AM to 6 PM max Monday to Sunday (like anybody follows or obeys doing plastering work on Sundays) to things like your Heavy Trucks running on your roads etc. that needs approvals (like any contractor seriously applies). Anyway it has all sorts of stuff which a contractor will ask you to even take Insurance for. Why ? Because just in case something happens, you the Developer, will be liable.

When you receive this document, read it carefully. It will explain all the terms and conditions and remedies as well. These conditions are also mentioned on the 10 Endorsement Plans.

Here are some examples :


The front page is actually attention-ed to the Town Planner for our Home. But this document belongs to you.


Some of the conditions or "Syarat" that mention the total height of the building permitted 

 In this condition it mentions your working hours permitted and the notice board to put up when you start demolishing / renovating your premise





3. SURAT AKU JANJI (Bust out an acapella guys, "I sweaaaar, by the moon and the stars and the ..."


This letter will be given to you. You will need to find a Commissioner of Oaths, anyone will do, from anywhere. Even from Klang, its alright. It is to ensure you agree to the terms of the Kelulusan Kebenaran Merancang MBPJ for your House Renovations.

Once this document is signed, the MBPJ Officer will take it back. So make a copy.

What does it look like ? Here it is below for Lowyat folks :-



So I had to go to the Commissioner for Oaths the next day. From what I can say, I could recommend this place :

Need a Commisioner for Oaths in PJ ? Lowyatt folks can go to SS2 to this place. Fast, quick, and cost 4 bucks for your documents to be chopped and signed


This lady maam works super fast, was in and out in 5 minutes. To get your Commissioner of Oaths signature from here, the cost was just 4 bucks.


So that got taken cared of this morning.


Now I have

1. Handed back these documents back to the MBPJ Officer who will then - 
2. Submit this back to the -
3. Town Planner who will sign them and then - 
4. Submit it back to the - 
5. Planning Department at MBPJ who will then 
6. Get the plans endorsed by the Director and assistant Director of MBPJ's Planning Department.

And then, yes then my chai latte avacado toast lowyatt hipsters, THEN, we are DONE with Kebenaran Merancang and it will be finally over.

When that happens ? Ill certainly treat myself to one of those lowyatt wagyu steaks that lowyatt folks and contractors have for dinner every evening at Marinis on 57.

Im guessing it will still take another month to complete the journey on the Kebenaran Merancang for our Home Renovation in Petaling Jaya, BUT Keep in mind, there is still the Building Plans / Pelan Bangunan that needs approval. But this will take 1 - 2 months in addition for approvals.

By Chinese New Year next year, or just after, We should have the place flattened. And with more hair loss that lowyat people will never understand with their ipads checking out this blog to get upgraded to God Status.



WHAT TO DO NOW :

1. ENGINEERS PLANS
Get this done NOW. As soon as you can, this is where remember our Soil Investigation done last year in August 2017 ? We will need to know what size of footings to use, ground, ceiling and floor beams.

The rush is now on to get your Engineers Plans.

The reason for this is because unlike Architects Plans that are only useful for ID hipsters who will begin imagining every generic over saturated hipster themed industrial ala nonya style theme with pathetic framed slogans and charge you for your lack of brain cells that were not created for being more creative, a hefty penny, (boy that was a handful), your ENGINEERS PLANS are what your CONTRACTORS NEED.

You will need to submit this as fast as you can to your contractors so they will be able to quote you correctly based on the Engineers Plans. Submit your .dwg autocad drawings to the Engineer who will then start drawing the footings and beams etc.

The Engineer will also submit the Soil Investigation for Building Plans / Pelan Bangunan as well. The Soil Investigation report is a huge document. That I cant post all of it here. So the Soil Investigation Report was important after all. We are not building something out of guess work.

This is very important because you will need to move swiftly to point number 2 as well.


2. CONTACTORS
It is just about this stage when you must already have about 3 contractors in hand. I have chosen to look at 5 for comparison purposes to make a decision. So far I have found 3. All CIDB certified. No Eric and Eng Hoe's here.

If you cant find enough contractors that are CIDB certified, just head over to the CIDB website at the following link so you can look up contractors from G1 - even G7. In my case, I just need up to a G2 contractor that is allowed up to 500k for contracts. You can look up yourself what G1 - G7 means.




3. ARCHITECT
As soon as you sit down with your engineer, get your Architect ready as well for the plans to be submitted for your Building Plans / Pelan Bangunan.

Okay folks, I will only blog next when all is done. So its going to be about another month, end of November before things are all done. Please stay tuned as always.

ALSO TO START LOOKING AT 

It is a good time to also start looking at 2 things. Electrical and Plumbing. They too will need to be CIDB Certified if you want your home to obtain a CCC( Certificate of Compliance and Completion)


ELECTRICAL 
Its not just about looking at how many lights, fans, airconds, water heaters and plug points that is important alone. You will need to know some knowledge about cables, wires, DB Boxes, MCB's Amps etc and what wire thicknesses you will like to use. And if there's any looping involved for switeches.

PLUMBING
A good time to start researching the different materials for your plumbing. Your material that you would like to use for your incoming hoses, water pump, what kind of plastics you would be using and where. Some pipes will just need a HDPE pipe for outdoors, most will use Class 6 / 7 UPVC for indoors. Lowyatt folks use Gold of course.

Even your sewage pipe materials that you would like to use will make a difference as well. So do some research. Lowyatt folks also use Gold for their sewage pipes too. Because their poop comes from Mount Olympus.

To this I will give lowyat credit where its due. There are many articles that have been covered on these things so Im not going to delve any further. Yes, the one and only time lowyatt folks get credit. Thats all.

MBPJ OSC Meeting Approved Finally - Kelulusan Mesyuarat OSC

Its 6 45 PM, the 1st of October, the beginning of the last quarter of the year. I Just got a message from the MBPJ Officer saying that the OSC Meeting has had good news and my plans have been appoved.

Turns out that the OSC meeting was held in Johor this time. I guess it was probably due to the PKR Johor elections that caused council members to lend their support in Johor.

Looking at the OSC Online, nothing has been uploaded yet, but I hope there's something that gets posted soon to show you all.

Today I get to relax a moment.

Months of bitching, fighting, arguing and to get to this point have now come to some relief. Its not the end yet because down below, is some shitty news.

But its a relief that plans have been approved by those who matter most. That too without the help of our 58k Architect friends that said "My father MAY know someone on the board". 

WHAT NOW ?

Now, we have to wait for whats called a Mesyuarat Penuh Bulanan MBPJ that comes 1 time a month. Yes once a month. Yes, more waiting. Because waiting and paperwork is what Malaysians excel in life at Government offices :)

So it looks like another 4 weeks will have to pass by before that takes place. Traditionally it is no later than the 28th of every month. But it looks like I really have the best of all luck, for this month its on the 30th  :)

Yes, its on the 30th of October which is a whole month away. That could mean Im getting the full 67 days grunt of the MBPJ approval time :)

Its shitty that our OSC Meeting in Spetember was held 2 days AFTER the MBPJ Full Meeting. Now I will have to wait till the 30th of October. This makes up for a 33 day loss. Goyang telur la apa lagi ? Makan kuih minum teh



In Conclusion : Time your OSC Meeting and your MBPJ Full Meeting well.

Can you imagine if I had submitted my plans for the OSC meeting above on the 22nd, and could have got approvals by MBPJ Full meeting on the 30th. Thats just progress in 8 short days. As compared to my 33 day goyang telur wait.

These political issues this year have fucked things up pretty well. Which is very annoying.....no, frustrating. I have lost a total of over 30 days based on pre elections, 2 days post elections and now 33 days more.  

But Im sure lowyatt hipsters, Eng Hoe and Eric contractors can solve even an annual monthly meeting for you by the end of the day. Because they are Gods given knowledge to how the world works.

3rd October 2018, turns out that on the 2nd of October, OSC Online had uploaded their OSC Meeting Approval letter.

Now folks, you must note here that with this letter, it only concludes what MBPJ OSC Councillors have approved my plans during their meeting.

Planning Department will officially send the Surat Kelulusan soon. They have after all, all the time in the world to do this before the 30th of October.

We have 4 more steps to go to complete Kebenaran Merancang now.

MBPJ OSC Meeting House Renovation

Today is the 27th of September. That means one thing. Its the day that Google was born 20 years ago and for me personally, its the day that MBPJ is having their One Stop Center Meeting to approve my documents.

I totally forgot to tell the Councillors  about the meeting date. But oh well, pray hard with fingers crossed. I have done the best I could, the councilors ARE aware of my project number anyway. If it doesnt pass, then someone has not been doing their work. Im confident all will be well anyway since the OSC Online has been approved, Engineering, Health and Planning Department has approved things anyway. So it should be a matter of sign and be done with during the MBPJ OSC Meeting for my home renovation.

I wanted to post here what it looks like on the MBPJ Website while waiting for the MBPJ One Stop Center to come back with approvals.

Hardcopies + Planning Division MBPJ & Pre OSC Meeting

Since the 2nd of August, a few events have now suddenly taken place. I have not blogged here for a month plus and for good reason too since I was in Australia. Had fun though with all sorts of beer and ale, bad weather was even better. I love the cold and while many shy away from it, I would rather catch a nasty cold than stay warm inside.


While I was abroad, a few other developments took place. Our Softcopy was finally approved. Which is a big relief. Which means our Hardcopies can be submitted. So now this is what has happened


1. Hardcopies of documents have been submitted by the MBPJ Planning Department Officer to MBPJ OSC because soft copy documents have been all approved
Remember these documents ? Turns out the total amount of documents are 21 docments required in total. So all these Softcopy Documents have been now submitted in Hardcopy to MBPJ OSC

2. MBPJ Planning Department is waiting to submit our Hardcopies to the MBPJ OSC Meeting set to take place on the 27th of September. I have been waiting since the 28th of August  for this. 


The real countdown to a month to approve or maximum 67 days to approve has already started from the day the MBPJ Planning Division Officer received my documents which was on the 28th of August. This is where the real fun begins. Im sure it will mean EXCLUDING HOLIDAYS


If you have been following the blog, remember it says 1 bulan - 67 hari. So lets count it as 8th December for the heck of it. Because Im sure these assholes do not count holidays and weekends. This document was written by the MBPJ Officer on the 23rd of December 2017

Why the whole month before being able to get our documents in the MBPJ OSC Meeting for approval ? Why cannot hor immediately ? Why ah ? This is why and how it works. View below :-

1. MBPJ Planning Department Officer in charge submits Hardcopy documents to MBPJ OSC Division 

2. OSC at MBPJ then Distributes these documents to relevant authorities 

3. Relevant Authorities such as Health Department as well as Engineering Department will also review your documents aaaaaaand theeeeeeeeen

4. Relevant Authorities and Departments will then comment and approve your documents before

5. Being able to have your Hardcopies sent in for the next MBPJ One Stop Centre Meeting


In summary : MBPJ Planning Department - MBPJ OSC Department - Health Department - Engineering Department - MBPJ OSC Meeting

Department, after department, after department, after department, back to department. Because Malaysians love paperwork, departments and buildings with tinted black windows filled with files in cabinets and fluorescent lights.

Anyone care to correct me if Im wrong ? Lowyatt folks ? Chai Latte drinking Lowyatt folks who say submissions are as easy as A-B-C to get a home loan ?



MBPJ OSC Online comments back from various departments. Note words such as Tiada Halangan etc. This means the authorities concern have approved the plans. I have highlighted stuff in Orange as well

Only once the relevant departments have approved your submissions and have given their consent, can your hardcopy plans be put into the next meeting.

21st September 2018, MBPJ Planning Department says Planning has been complied with. So apa lagi ? Wait till MBPJ OSC Meeting lah for signature and approval on the 27th of September. Goyang telur till then

The next OSC Meeting at MBPJ will be on the 27th of September. I have been waiting almost a whole month. So now we wait, and wait,.... and wait summore till the 27th of September for the MBPJ OSC Meeting.

Now we wait till the end of the month in anticipation. Somewhere, in the near future, all these submissions will come to an end, and the new chapter of Eric and Eng Hoe conman contractors will pop up.

With that too, so will this blog's persona and topics. Im really looking forward to that. Been blogging for your lowyatt champagne drinking 3pm hipsters for a while now.

OSC Surat Online Comments Rejection for House Demolish and Rebuild MBPJ

2nd August, time for an update since the last post.

Now not everyone will get things right done the first time. But Im glad its only minor comments in my case. Its certainly lesser than first time application for my drawings being submitted. The push is on to submit documents to move on to the major step which is for the OSC Meeting.

I will show you as well what this looks like when you are logging in and where you can view your documents submitted and check for any status update from OSC. MBPJ OSC is pretty fast at giving comments back for your documents that are either lacking / incorrect.They are pretty fast in my case. Its we who are slow.

I didnt cover this in my last post properly. So I shall show you lowyatt hipsters now how. Here is how to do it :


STEP 1. GO TO THE OSC ONLINE WEBSITE AND CLICK ON PEMILIK PROJEK

Click on PEMILIK PROJEK 


STEP 2 LOG IN WITH YOUR PASSWORD


Insert your IC and Password thats been given to you



STEP 3. LOOK FOR e-PEMOHONAN SAYA AND CLICK

Look up e-Pemohonan Saya. Click on it


STEP 4. LOOK UP YOUR PROJECT REFERENCE NUMBER 


Click on your Project's ID. This is where you will be able to view the most important page that has your uploaded documents required by the MBPJ OSC Online. It is Highlighted in Blue. 


STEP 5. VIEW ANY COMMENTS FROM MBPJ

Click on Ulusan Urusetia (Secretariat Review in English). Do this to see whatever comments OSC has submitted back to you. This will be a PDF Document that you will open and see such as below

At MBPJ this is what your rejection letter from OSC looks like from the OSC when it comes to applying for your Surat Online OSC.

Its been almost 2 weeks since submitting our documents for OSC Online. It is we who have been slow. We submitted our documents between the 24 - 25th of July and we got our feedback within a day.

We have some feedback from the One Stop Centre. Looks like we didnt upload things fully.
We received 4 comments back from the One Stop Centre. This is what we received back from the OSC. This is the PDF Format we received from "Ulasan Uresetia" when clicked



Well fuck me. Some stuff didnt get uploaded such as the OSC Checklist with the Borang A (Kawalan Serangga), Permohonan OSC and Title search.

Now look here, where its highlighted in Orange. I have 30 days to resubmit things which puts us wonderfully in the week of Merdeka. Another Holiday, yup.

15 / 19ish documents (OSC Checklist and Borang A - Kawalan Serangga are one document) that required submission are kind alright. But 4 documents were not uploaded. 

Can you imagine the website being down ? Thats what happened as well. And keep in mind, the MBPJ website isnt the most stable website ever created for the people of Petaling Jaya. 

These documents are really lengthy and laborious. If you were to take a look at each document, it requires chops, signatures bla bla bla and a whole load of gibberish. On top of that, the 20 meter radius of all your neighbours too have to go through a title search and that too involves digging up their information. I had 11 neighbours to dig up because they are within a 20 meter radius from me. 

All this work requires time and effort and somewhere something is not going to happen as well. So you see, its not as easy as 1-2-3 according to lowyatt folks like Mr. Eric.

Disheartened now ? Not me. You lowyatt hipsters definitely wont be disheartened because you hold the keys and and answers with God status for lowyatt like you do this process everyday. So you are never disheartened while eating avacado toast for 35 Ringgit before finishing work at 3 30 PM from your hipster cafe to have Champagne in the evenings.

It makes me wonder, how many people who have not even written their project titles on their signboards will take before their submissions for OSC Online are even done. Where are they in their progress ? Guess they work with Mr. Eng Hoe & Mr. Eric.

Now you lowyatt folks can document this experience in your hipster scrap book while eating your avacado toast and telling people to "PM me on the side".

OSC Online MBPJ House Demolish / Renovation

SUBMITTING FOR OSC ONLINE

There are 2 things required when you are submitting your documents for OSC Online

1. Your Softcopy of your documents submitted by a "qualified" person in which case mine was the MBPJ officer

2. Town Planner submission of the same documents to MBPJ

Why this is the case is beyond my understanding. I know MBPJ is practicing ISO or "International Standards of Operation" and all but this doesnt make sense.

On the 10th  - 12th of July officers were also unavailable due to some fucking "kursus". But its ok. As it turns out it was good considering my latest Cukai Pintu had to be submitted. Thats right, they had my old Cukai Pintu and now luckily I had my new one with the payment slip as well.

On the 13th of July - Friday the 13th, I met the MBPJ officer in the morning to submit my latest Cukai Taksiran / Cukai Pintu / Assesment for his submission for OSC Online. This whole process to obtain Surat Online will take 2 weeks with all required documents from the checklist from your IC to your Geran. Thats IF there are no hiccups.

On the 23rd of July both parties - "Qualified Person" & Town Planner had submitted the documents for Surat Online. Turns out that the MBPJ website has had some issues with submissions but we finally were able to get this in. So I doubt I will have my Surat Online in the next 4 days as 10 days have already passed.

Its almost practically the same document except that the town planner states that the purpose of the submission of these documents is for Kebenaran Merancang / Development Order



WHAT HAPPENS NOW ?

1. We wait to see what happens in a week if there is any feedback from the One Stop Centre

2. Inform your Councillor that you have submitted your documents for OSC Online. I have informed my Adun / Assemblyman and now my local Councillor as well on the OSC Board.

3. Lowyatt People will be advising blind other lowyatt people who dont know what it takes to renovate in Petaling Jaya to "PM Me on the side"


Ok, thats all for this week. Hope that the Surat Online will pass well. Today marks 7 months since first meeting the MBPJ Officer. 5 more months before it comes a year. Will this project ever kick off before that ?

I will post next on the Surat Online when it's ready. Meantime we can only sit and wait for more holidays such as Merdeka and Malaysia Day and other holidays that will have no implications

Post Neighbours Notice - Notis Jiran MBPJ

Blogging a super quick one here.

My Pre Submissions have been approved.

Its the 3rd of July. I called MBPJ and MBPJ says that no neighbour has complained. So officially I am allowed to move on to the next subject which is OSC Online.

So does this mean that I am now at the OSC Online Stage ? No, not immediately, This will commence on the 9th of July.


SO WHAT HAPPENS NOW ?

While the 2nd of July dateline for any neighbours to protest has passed, MBPJ still has a small grace period of 1 week to allow shitty neighbours to still lodge a complain or protest. This is where I am at as I write this.

If you read my earlier blog, this is to allow a small town hall meeting for the neighbours to meet MBPJ. This will also allow POS Malaysia to have enough time to post back to MBPJ should there be any feedback or comments to MBPJ.

This will take a week bringing us to the 9th of July before OSC Online can commence.In a nutshell it works like this :

The MBPJ One Stop Centre Online (OSC Online) documents are being prepared for submission this week. This is where all your documents being prepared in Soft Copy. Everything from your Cukai Pintu, IC's, Geran, Title Search from the Selangor Land Office and a list of documents below will be going in for OSC Online.
